Secured planning permission at appeal for the first phase of a three-stage redevelopment of the Chelsea Estate including residential development, community facilities and open space provision.

PRP overcame the Council’s objections to help deliver new social housing in an area of significant need. The proposals also facilitate a decant programme allowing existing homes to be improved to Decent Homes Standards, and bring about significant neighbourhood improvements.

Evidence was prepared for the appeal to establish the significant merits of the proposals to the local community and to demonstrate that the scheme design was appropriate to its context (adjacent to a Conservation Area) and would not result in any material harm to the amenity of existing or prospective residents. Not withstanding an overall loss in the quantity of open space provision, PRP provided information to support the quantitative improvements to the retained open space (secured through a Section 106 agreement).
