PRP’s planning team was engaged in a major research project carried out for CABE to identify the barriers to supplying the amount of high quality new housing that London and the South-East needs. Understanding the key planning barriers to intensification formed a key part of the study.

The aim of the research was to explore how to make the development process work better and included the development of a set of guidelines that can be used by local authorities, developers and RSLs in assessing the potential of different kinds of sites and the barriers to intensification.

The project was divided into several stages including a literature review covering planning guidance, consultancy studies, and academic research on the potential costs and benefits of intensification. This review led to the development of a draft framework which was then tested against real life case studies in a variety of locations.
