
The site is made up of the Craylands Estate, which was built as ‘The Cathedral Estate’ and the former Fryerns School site. The two areas comprise a total of 38 hectares. The existing design of the estate has been based on the Radburn principles but has been affected in recent years by social issues associated with this type of layout.
The regeneration of the site is as much about regeneration and empowerment of the local community as physical improvement and the creation of facilities and opportunities for local people.
PRP assisted English Partnerships in the development of a framework document and procurement strategy for the site. We produced an Invitation To Tender and thus describing the project in sufficient detail to attract measurable submissions from developer consortia. The framework described and illustrated how planning and design policies and principles should be implemented within the site and was based upon a number of design principles which have been established in collaboration with the local community.
This exercise was followed by a masterplan which evolved through on-going resident consultation exercises and led to an outline planning application. PRP has been retained by English Partnerships to ensure that the design quality stipulated in the framework and masterplan documentation is realised by the developer consortium and their architects as the detailed planning applications are submitted on a phase by phase basis.
The Statement of Community Participation produced by PRP for the masterplan was one of the first produced in the industry in relation to new planning guidance and consultation issues.
